There may be instances when we are unable to process and approve your application immediately. To help avoid delays, please review the following information carefully:

1. Payment Verification and Certificate of Cover

   If you have already paid but your Plate Number has not yet been authenticated or you have not received your Certificate of Cover, please contact us to confirm your payment and application:

2. Plate Number Verification

   Please note that we can only authenticate applications with permanent or temporary plate numbers. MV File Number alone will not be accepted.

   Once all requirements have been successfully verified, you should receive your COC in accordance with the ISAP-COCAF schedule.

   ISAP-COCAF is the electronic system that authenticates and validates CTPL COCs, ensuring they are legitimate and recognized by the LTO for vehicle registration.

   
   

3. To Help Ensure Approval of Your Application

   1. Provide complete and accurate information.

      Ensure all required fields are filled out correctly, especially your:

      1. MV File Number
         • 15 numeric digits (numbers only, no letters)
         • Example: 1301-00001002045
      2. Serial/Chassis Number
         • 17 alphanumeric characters (letters and numbers)
         • Example: JT4BR38J2R0123456
      3. Plate Number
         • 6-7 alphanumeric characters (letters and numbers)
         • Examples: ABC 1234 (Private Cars & SUVs), AB 12345 (Motorcycles), ABC 123 (Older Vehicles)

      Important: Incorrect details will delay your application.

   2. Verify that your plate number is registered with the LTO.

      Contact the LTO branch where your vehicle is registered to confirm that your plate number is already reflected in the LTMS (Land Transportation Management System) portal.

   3. Apply only when your vehicle is due for registration.

      Applications are generally accepted up to 3 months before and after your registration expiry date.

      If you have already paid for your CTPL policy but your vehicle is not yet due for registration, your application will be placed on hold until your registration period is due. Your Certificate of Cover will be issued once processing can proceed.

      * In accordance with the Administrative Order No. 010-2005 of the Department of Transportation and Communications dated January 3, 2005, the initial registration of all brand new motor vehicles, shall be valid and effective for three (3) years from its first registration.

4. Coverage Effectivity

   Your CTPL coverage will start on the 1st day of the following month based on your vehicle's ending plate number.

   Example:
   Renewal Date: January 15, 2018
   Coverage Period: February 2018 - February 2019

   If you need coverage to start immediately, an additional premium for the required coverage period may apply.

   For late registration, your CTPL policy's effective date will remain based on the previous policy's effectivity date.

5. Certificate of Validation

   Please note that the Land Transportation Office (LTO) may require vehicle owners to secure a COV (Certificate of Validation) depending on the applicable registration requirements. The COV is issued through the Development Bank of the Philippines - Data Capture and Integration (DBP-DCI).

   The COV has an additional PHP 60 verification fee and will be sent separately from your COC via email.

6. Policy Cancellation

   Please note that cancelling an authenticated CTPL policy may be subject to additional charges. Fees are computed based on the number of days from the date of authentication to cancellation.
